The EPR Club invites you to a debate on the implementation of the Single-Use Plastic Directive (2019/904), focusing on Extended Producer Responsibility (EPR) schemes for single-use plastics and the coverage of litter management costs.
Adopted in 2019, the SUP Directive introduced obligations for producers to cover the costs of collection, transport, and treatment of litter, which were traditionally borne by municipalities. The key challenge now lies in defining these costs and establishing effective governance schemes to operate the system efficiently.
This debate will bring together representatives from Producer Responsibility Organisations, municipalities, and EU institutions to discuss governance models, practical implementation experiences, and ongoing challenges. The session will also explore how Deposit Refund Systems (DRS) can contribute to reducing beverage container litter, based on concrete EU examples.
Objectives:
- Present the Commission guidelines on producer responsibility for litter costs
- Share experiences and lessons from Member States on implementing Article 8 of the SUP Directive
- Discuss governance and operational challenges for effective EPR systems
- Explore the role of Deposit Refund Systems in litter reduction
The event will also include a planning meeting for EPR Club members only (10:30 – 11:30) to discuss priorities and activities for 2026, including:
