The initiative highlights that successful EPR schemes require more than producer funding, combining clear responsibilities, strong governance, measurable targets, and the infrastructure needed to achieve environmental results.
The Toolbox covers operational tools such as reuse systems, recycled content requirements, kerbside collection, deposit return systems, waste prevention and public awareness, alongside policy tools focused on governance, financing, regulation, monitoring and performance measurement. Rather than promoting a single model, it provides principles and practical approaches that can be adapted to different national, regional, and local contexts.
