According to the Waste Framework Directive (article 8a), producers should cover the separate collection of waste and its subsequent transport and treatment. In addition, these costs should not exceed the costs that are necessary to provide waste management services in a cost-efficient way and shall be established in a transparent way between the actors concerned.
This debate examined the extent to which EPR fees cover the real costs of collection, transport, and treatment of municipal waste in different EU countries, and whether EPR systems effectively incentivise higher collection rates. In addition, the debate gathered different perspectives on the definition of cost-efficiency and shed light on methodologies employed by producer responsibility organizations to set fees and by municipalities to assess costs.
