EPR Club debate – “EPR governance in evolving production and consumption patterns: lessons learned from the French system”

This EPR debate brought together key stakeholders from France’s long-standing Extended Producer Responsibility (EPR) schemes for packaging (33 years), textiles (18 years), and furniture (12 years), to share insights into their governance structures, operational challenges, and areas for improvement. By fostering a cross-sectoral exchange, the event identified common strengths and weaknesses in EPR scheme implementation, discussed ongoing EU policy development (Circular Economy Act, Environmental Omnibus). The insights gathered also provided valuable input for the setup of  EPR schemes for textiles and furniture in other EU MS.  When it comes to the former, Member States prepare to implement or already implementing EPR schemes for textiles as prescribed by the Waste Framework Directive. As for furniture, it constitutes another strategic stream for EPR, as it has been identified as a priority waste stream under the European Commission’s ESPR work plan, and some Member States are preparing to run (Spain, Italy, Netherlands, Belgium) EPR schemes for these bulky items.

Objectives:

  • Extract cross-cutting lessons on the steering of different EPR schemes.
  • Inform national and EU-level policymaking, especially for textile and furniture waste streams.
  • Share practical experiences from longstanding EPR systems to support more effective policy design and implementation across Member States.
