The debate surrounding the new Circular Economy Package has highlighted the issue of how best to calculate waste which is actually recycled. According to Article 11a (1a) of the Commission’s proposal amending Directive 2008/98/EC on waste, recycling of both municipal and packaging waste should be based on the input to the actual recycling process.
Should this proposal be applied, recycling would need to be calculated after a number of preliminary operations occurring within the recycling plant. In practice, such calculation method would pose significant consistency and quality challenges to recycling calculation and reporting, such as lack of exact data at this stage of the process, difficulties in traceability of the waste (especially in countries which export the recyclable waste for treatment), accountability, etc.
This EPR Club lunch debate, hosted by EXPRA, will focus on possible solutions of these challenges from the point of view of different stakeholders directly involved in the recycling calculation process: PROs, Local authorities and recyclers.
For a fruitful and lively discussion during the lunch debate, participants are kindly invited to prepare a short statement (on their position) to be shared during the disscussions. It is hoped that the debate will really give value/input to the ongoing discussions within the Council with a common message/conclusion from the participants.
Following the event, the organiser of the lunch debate and ACR+ Secretariat would like to publish an issue paper on the topic (according to the agreement reached during the EPR Club Planning meeting on 8 December 2016 and forseen in the EPR Club Rules of Conduct)*
*Issue papers can be published on a voluntary basis on debated topics where no consensus between EPR Club members can be reached. Issue papers describe the problem and elaborate on different views on potential solutions.
